Google became the most widely used search engine due to its uncanny ability to provide users with the information they are looking for. Google returns these high quality results by carefully looking at the terms that a person enters into the search bar, and matches those terms with high quality results. Google determines the quality of a website using its PageRank™ system, developed by Google co-founder Larry Page, and over 200 other signals. The PageRank™ system measures how often a website is linked to other websites. A website that has numerous links from other high quality websites is, most likely, also a high quality website.

Sometimes the results you get do not meet your needs. Very often, a user can not find the information he or she is looking for since the information is not on a website that is highly ranked. For example, a person may try to look for a rule or procedure, yet not find it since the search terms are triggering other website that Google has ascribed a higher quality ranking to. Companies have a high interest in being well ranked on Google: the higher their ranking, the more traffic they can attract and the more advertising revenue they can generate. To correct this problem, Google developed a number of techniques allow you to improve the relevance of your search terms to the website, so you can find what you are looking for and not simply rely on the highest ranked website.
